The Delaware Sex Offender Central Registry at sexoffender.dsp.delaware.gov is the official place to look up sex offenders in Kent County. It is free to use and does not require an account. You can search by name, by city, or by street address and radius. Results include a photo, physical description, home address, offense details, and tier level for each registered offender. An interactive map view is also available if your screen is at least 768 pixels wide. The site is updated nightly, so changes in address or registration status get reflected quickly.
Only Tier II and Tier III sex offenders appear in the public search. Tier I offenders, considered lower risk, are not listed online. Their records go only to law enforcement. This is set by Delaware law and cannot be changed through the registry portal. All three tiers require regular check-ins: Tier I once a year, Tier II every six months, and Tier III every 90 days. Offenders who are homeless must check in much more often. Tier III homeless registrants in Kent County must verify every 7 days. Any sex offender who misses a check-in becomes wanted under state law.

You enter your address and a radius, and the system sends a message when a new offender registers in your area or when an existing registrant moves. This is one of the simplest ways to stay aware of Kent County sex offender activity near your home. Note: Searches on the Delaware registry pull data from a single statewide database. There is no separate Kent County sex offender list maintained by the county government.
Kent County Sex Offender Registration Office
Sex offenders who live or work in Kent County register at the State Bureau of Identification office in Dover. The address is 600 S. Bay Road, Suite 1, Dover, DE 19901, located in the Blue Hen Corporate Center near the Kent County Levy Court building and a Firestone service center. A second address sometimes listed for this office is 655 South Bay Road, Suite 1B, Dover, DE 19901. Walk-in service is available. No appointment is needed. This is one of the few registration sites in Delaware that accepts walk-ins without scheduling in advance.
Hours at the Kent County SBI office differ by day. Monday hours run from 8:30 a.m. to 6:30 p.m., which is later than most state offices. Tuesday through Friday, the office is open from 8:30 a.m. to 3:30 p.m. The extended Monday hours give offenders who work standard day shifts a chance to register without missing work. All sex offenders in Kent County must update their registry information within 3 business days of any change, including a new address, a new vehicle, a new job, or a new phone number. Out-of-state sex offenders who move to Delaware must register within 3 business days of establishing residence. Those who visit Delaware for 7 or more days in a row, or for 30 or more cumulative days in a year, must also register within 3 days of arrival. Failing to register, or failing to update, is a Class G felony under Delaware law.
Dover Police and Sex Offender Enforcement
The Dover Police Department runs a Sex Offender Enforcement Unit that handles local compliance checks and investigations related to registered sex offenders in the city. Dover Police have also been involved in broader conversations about sex offender notification. The City of Dover's Safety Advisory and Transportation Committee reviewed recommendations for improving how registrant information reaches the public. Those recommendations, discussed at a Dover Safety Committee meeting, included expanding the online registry to allow searches by place of work, school, and school district. Other proposals called for sending clear photos of sex offenders to schools by email, notifying city parks and libraries when Tier II or Tier III offenders are registered nearby, training school bus drivers on sex offender awareness, and requiring background checks for volunteers in youth programs. Not all of these are current law. Some remain recommendations that the city explored as ways to strengthen community notification beyond what state law already requires.

Kent County Crime Watch and Community Safety
Kent County Crime Watch is a county-wide nonprofit crime prevention program. It is funded through Kent County Levy Court grants and public donations. The organization does not operate its own sex offender registry, but it does serve as a local hub for public safety information. Sex Offenders in Kent County Communities
The Town of Cheswold, a small community in Kent County, publishes its own local sex offender list in line with Megan's Law requirements. The list is available at cheswold.delaware.gov/sex-offender-list/ and is maintained by the Cheswold Police Department. As of 2024, six individuals are listed for Cheswold. One is classified as Tier 3 (High Risk): Orville A. Mosley, residing at 117 Commerce St. The remaining five are Tier 2 (Medium Risk): Robert W. Lowman at 3 Commerce St., Ryan Ware at 185 Leyland Ln., Matthew Stewart at 102 New Street, Alan Pendry at 601 Fox Pointe Drive, and Corey S. Reyes with a listed work address at 5409 W. Dupont Hwy. Harrington is another Kent County community with notable registrant numbers. As of April 2026, approximately 47 registered sex offenders are associated with Harrington. The ZIP code 19952, which covers the Harrington area, accounts for 46 registered sex offenders. These figures come from city-data.com and may vary as offenders register, move, or are removed from the list.
Homelessness among registered sex offenders is a significant issue in Kent County. A 2023 research study published by the National Library of Medicine found that Kent County had 36 homeless registered sex offenders during the 2021 to 2023 study period. That was 30.0% of the statewide total of homeless registrants. Dover's ZIP code 19901 alone accounted for 19 of those individuals, or 15.8% of the statewide count. Homeless registrants face stricter check-in rules: Tier III homeless offenders in Kent County must verify every 7 days rather than every 90 days.

Reporting Non-Compliant Sex Offenders in Kent County
If you believe a registered sex offender in Kent County has failed to report a new address, changed jobs without updating their record, or is otherwise not in compliance, you have a few ways to report it. The primary contact is the Delaware State Police SOAR unit at (302) 739-5882 or (302) 672-5306. These lines handle both registration questions and reports of wanted offenders. You can also call Delaware Crime Stoppers at (800) 847-3333 to leave an anonymous tip. Crime Stoppers does not require you to give your name, and tips can result in action against offenders who are out of compliance.
The Delaware State Police post public notices when a sex offender becomes wanted for failure to register. These notices go up on the DSP website and include photos and last known locations. Subscribers to the email alert system at sexoffender.dsp.delaware.gov also receive these notifications. The National Sex Offender Public Website (NSOPW) is useful when you want to check whether someone from another state has a sex offense record that was not picked up by Delaware's registry. Delaware participates in the NSOPW federal data-sharing system, and a search there will pull Delaware records alongside those from other states.
For issues specific to the City of Dover, the Dover Police Sex Offender Enforcement Unit at (302) 736-7111 is an additional local contact. The unit handles follow-up on compliance concerns and can coordinate with the state SOAR unit when needed. Under Delaware Code Title 11, Section 4120, failure to register is a criminal offense, not a civil one. Reports are taken seriously, and the DSP regularly issues wanted notices for non-compliant registrants across all three counties. Recent changes under Senate Bill 66 also clarified how schools and other institutions should direct the public to report registry concerns through proper law enforcement channels.
